What are handholes? They do have the cabinets I mentioned above like every half mile or so apart. They are a greyish green, about 3' tall, 18" deep and 24" wide that has stickers saying "Fiber Bond". I did notice one of the employees working on a cabinet yesterday and it appeared to have some sort of black coil looking thing laying beside it.

Those green pedestals are above ground closures for fiber splices. Handholes are 17x30 or 30x48 inches in ground closures for fiber splices.
