Encryption & VPN

How are they gonna "filter" encrypted content, or are they gonna filter/block entire domains and/or IPs based on suspicion? So, if you use alot of bandwidth you'll be filtered and/or blocked. You probably won't be able to connect to thepiratebay, isohunt, etc..
