Creating Private Nets

Seeing how cheap equipment are, I think when the Internet becomes a burden, being inaccessible based on the ISPs anti-competitive behavior, people will setup smaller neighborhood/city wide nets?

They're already filtering outside their network voip, slingbox, or various video streaming / on demand sites. They claim it gobbles bandwidth+hurt their potential video distribution profits. As it stands bittorrent+ed2k is being shaped like hell.
