 What could they have done?

What exactly could the FCC have done to Verizon to force them to deploy? I think they realize by now that if Verizon can maneuver their way out of repaying several billion in tax incentives in Pennsylvania without deploying a single strand of fiber, they weren't going to be able to hold their feet to the fire.
