[Help] Adsl Help Saudi Arabia

Alright well I live in Jeddah which is in Saudi Arabia and the only dsl service available is adsl. For the adsl here you need to have a suscribtion with the main phone company called Saudi Telecom and then you can pick which ever isp you want. The suscribtion I have with saudi telecom is 1mbps which basically means they upgrade your line quality to handle 1mbps transfer speeds and my isp which is called Saudi Net is owned by the phone company. Now im using a Linksys modem and the downstream rate of my dsl connection ( not the isp's connection the connection to the phone company)is 432kbps and im paying for a 1mbps transfer rate. Ive called the phone company many times for about 2 months until they finally sent someone over to my house he checked line and told me that the signal on the line is too low thats why my speed isnt what im paying for. So 20 days later the phone company call back and tell me that they fixed the problem and everything. Well they didnt and im stuck here with slow internet. Is there anything else I can do myself with my phone line for example to increase the signal?
