Qwest does not block any email coming to you. It's most likely your spam (junk mail) settings. Hotmail has nothing to do with Qwest mail servers since it's all handled by MSN. Qwest just bundles it with their DSL package. You need to check out your options in Hotmail and probably change your junk mail settings. Wellll..we do block some but that is from the proven spam lists. The weather reports are not on that list. WD4075 is spot on though, it is your settings..not Qwest. This is what we call a PICNIC error.
