Means it's not available commercially yet to end users but is deployed and being tested by beta testers, employees first, select few next. Full release is the commercial launch. It's no different than having beta testers before releasing software.

Not sure what the confusion is. Sprint said they would have the network deployed in 3 cities by end of 2007 and they did it. They said soft launch would occur to employees and that's what happened. Commercial production launch is apparently around April.
