Something to remember is this is an average of Charter's service. Some places are much better, and some (maybe most) are much worse, resulting in an average of what we've got here.

Charter in my area seems competent if you deal directly with the actual local office, which was something I didn't think you could do without calling the Idiot's Help Line. Calling for support is like playing darts blind: you're likely to get just about any random result you could possibly imagine, none of them what you were hoping for.
