Noticed those too on Tuesday afternoon driving on the Wilbur Cross Parkway going Southbound up the hill (and down the back side) from the West Rock Tunnel and also wondered what they were.

I figured they were either going to rip up the road, again, for repaving; or was some new product that might improve traction during bad weather.
