From what I understand, this is going to work like what could be called a "preemptive takedown notice".

The filtering device has the "DNA" of the copyrighted material programmed into it, and it can identify that material without needing to see the whole file.

So if you want the filtering to work, you have to actually submit somehow the DNA of what you as the copyright holder want filtered to the ISP.

For instance -- Sony releases a new album in DRM-free mp3 format, Sony submits the DNA fingerprints of those mp3's to the ISP, ISP blocks those mp3's from redistribution.

That's my understanding of how this is supposed to work. It's basically a preemptive takedown notice.

this only works if the file is in the clear
a rar or zip can fix that even if they can see in side a single rar
a multipart rar with a password wont open with out A. all the parts and B. the password
and the rar parts will look nothing like the "DNA" of the file inside

this is going to fail on day one
