From my experience, most lower and middle managers need to be in the office-- for client meetings, to communicate with upper management, to answer questions from those they manage, etc. I don't think telecommuting will lead to any productivity gains for this group of people.
The reality of what's going on is that it's probably more a push related to politics than anything else. Tim Kaine needs to try to show that he's done something beneficial for the Commonwealth of Virginia, after raising sales taxes, capping car tax relief, raising the automobile sales tax by 33%, and raiding our transportation budget.
