This is Just Time Warner Cable's Way

of hiking up rates simple as that and to try to keep bandwith low and profit up without upgrading there networks ya its lame and im happy i have fios but i dont like fios billing LOL but all i have to say is this is sad 3rd world country's use tiers like this and such
