RoadRunner's got serious core network issues right now (200-300+ ms latentcy times in core routers)...this is another reason why I am seriously thinking about leaving RoadRunner.

ICMP and traceroute test packets are handled by software running on the CPU of the routers, whereas packets are forwarded in hardware using ASICs. The reason for the difference is that for ICMP/traceroute entirely new response packets must be created, whereas standard routing operations just involve doing a bit-by-bit copy of a packet from one interface to another.

If you're just talking about responses from intermediate router hops then latency isn't a valid measure of anything because the packet handling process is completely different. It would be like making a judgment about the top speed of a car based on how fast it goes in reverse. If you are seeing 200-300ms to destinations like Yahoo or Google you should definitely open up a service call, as that is not normal.
