The Extra Cost of the $2.95 is per cable account, not per DVR STB.

If you have multiple DVR STB in the house, and you order the DVR upgrade to Comcast TiVo, then all DVR STB will be upgraded to TiVo.

You can not have 1DVR STB running TiVo, and the others running Iguide.
