With people spending less, Verizon will see less revenue, which will impact how much money can be used for capital expansion. I expect that Verizon, for the time being, will slow down their whole rollout plan.
Oddly enough, what I hear around the tavern from the Comcast people is how much they can sell to the neighborhoods that you would expect could least afford it.

Don't underestimate the marketing tactics of "placing junk near the register in the grocery store line". It sells. So does cable.

Just a hunch.
