urgent help needed.....expert help, please

here is my situation....

i have a cellular modem and i am getting intermittent service with it...

i have 2 2ft dual band antennas hooked up to this router, db signal is about -60-75, a very good range...

it seems that in certain areas i cant connect to my exchange server in my office, i setup outlook with pop3 settings and in good locations the router works perfect...downloads and sends no problem.

now, in the trouble area, i cant receive mail, but i can send it out no problem...how is it possible that i can remote into this PC and SEND mail, but i cant receive mail?

also, i cant ping a website by domain or ip, so that is obviously an issue.

i have had the tech department issue me a different set of DNS servers with no luck...they are telling me it is on my end, but it cant be. i have tested and checked all the settings. also, i have nothing to do with pinging a website....so its obviously not my settings.

can anyone please give me any suggestions, i just don't see how i can send mail but not receive it...

if you have any questions, just ask. thanks

a few things i left out...

sprint told me ot change my DNS servers, which i did, they gave me a new set...that didnt work.

i tried using 4.2.2.2 and the 2 DNS servers from openDNS and i had the same issues...

if i cant ping a website by its IP ADDRESS, doesnt that mean that there is another problem other than DNS?

not a firewall, these laptops that i am using were all off the same image. not only that, but at times i did get my emails, just not in certain spots...

and when i am at those spots...i check my db range and its around -65 to 70 db....which is a good signal.

I'm slightly confused, are you using the exchange or pop3 protocol?

i have an exchange server, but from the remote location, i am using pop3 in outlook.

its not an exchange/outlook problem since i cant ping a website or browse the net....

after logging when i had internet access and when i didnt have internet access i realized that when my ip started with 70. or 68. everything worked perfect.

when my ip started with 99. internet traffic was blocked and that is when i experienced all my problems

i called sprint and told them about this and they said i should not be getting that 99.x.x.x address from their tower. should have an answer within 24 hrs...i hope they can figure out what the hell is going wrong.

sprint called me today and they told me that any address with 99.2xx.xxx.xxx

will give me problems.

i am not sure why this isnt fixed yet, but i am still getting a 99.202 addy every once in a while...the problem is, even when i rest, it grabs the same ip...

this is very frustrating, especially with all the money that was spent on these devices...

wow, well i hate to admit this, but i have 99.205 and i remote connected to that PC and i web browsing works...

must be propagating slowly.

one of my vehicles had 99.205.xxx this morning and i was 100% positive it wasn't working.

i know last night for sure it wasnt working.

this is the ip that one of my other vehicles had

99.201.xxx.xxx

so maybe they will slowly start to work.

I started getting ip's starting with 99 recently...Not sure why, but it seems ip's starting with 68 work best for me...If you get one with 99, just disconnect and reconnect, till you get one starting with 68 or 70...

68 and 70 work great for me.

99.205 seems to work good as well.

99.201 does not work.

i wish i could just drop and reconnect, but these units are on 8 vehicles and they are cellular routers, not cards. it works just like a cell phone, when it has coverage it works, when there is no coverage it doesn't work. kind of like DSL or cable at your house.

there is no hardware that goes into the computer other than a cat5 cable.

also, no connection manager, i hate that thing.
