If you go 2 miles east from Home Depot/Best Buy, you get dial-up.

ATT/Pacbell along with the city/county and the university UCSC put fiber along most the main streets in the late 80's. My street has fiber. If a city expects to grow, which most will because of population expansion, they need to have infrastructure developed to support that.
