The "appropriate security technology" is a NAT router. It's a one time cost and you don't have to have multiple ISPs/carriers or their monthly fees. What is described is if you want to share files with somebody in a remote location (as is already happening). You shouldn't have to send your bits on a slow internet link for 1000s of miles round trip in order to put files on a computer that is a few feet away.
