Although most carriers claim that the fees are charged to recover the cost of subsidized handsets, the fees were actually designed to prevent a customer from changing carriers if a better deal or service showed up. If from the beginning, Verizon had prorated their early termination fees, they would have a better chance of defending their early termination fees.
