The RIAA has the best government money can buy.

Generous financial support of our legislators by the Music and Movie Industry, including public appearances by celebrities at political events, stack the deck against the consumer. The music industry has convinced the legislative branch to pass laws with draconian rules. If a Radio listener listens to a program through anything other than the radio's own speaker under copyright rules it is considered rebroadcasting and is subject to licensing fees by the RIAA. Many businesses playing background music through their public address systems, have suffered similar legal threats by the RIAA Music Police, as those internet users suspected of posting or downloading music files. Usually it is a demand letter from an RIAA Lawyer demanding several thousand dollars in compensation or be driven out of business by legal costs. The laws are always one sided and never include compensation for a person wrongly accused. Our legislators must confirm a citizens right to fair use of copyrighted material or the copyright owners will continue to be allowed to bully their customers.
