If that line test is any indication your upload would be dismal if any at all. Since its off slightly the problem is probably somewhere else. You might need to contact your ISP.

Thanks for the input, so you dont think my problem stems from my equipment ? my telco(Telus) swore up and down it wasnt there lines that my pc was the problem, in fact they claimed to have "tweaked" my my line to improve downloads, my dl actually is almost what it used to be ,though strangely for a day or two my uploads dropped down to 350, but seems to be back at 404 now,
