ISP doesnt need to improve their network - they just need to install a PC with a few terabytes of disk-space running bitTorrent. Heck, that'll only cost them $5K at most per PC. Just co-locate these PCs in city that has high traffic.

How exactly would that solve congestion problems in the last mile? The issue is 38mbps downstream and 9mbps upstream channels on existing DOCSIS systems. The GigE connections from the CMTS to the aggregation routers, the 10GigE links to the core, and the 10GigE links to their carriers aren't the problem.
