Maybe ISPs should have invested in bittorrent caching technology.......

Or they need to prioritize internet VOIP (not their own) and web traffic and IM over Bittorrent and let BT eat the rest of the bandwidth, that way people will know to leave bittorrent on at night/off peak when its faster and web site users wont get a slow down.

Another idea is, if peering/transit is so expensive (which its not, its near free for the biggest ISPs), why not make a on-network and off-network speed?

Actually I do ask them to do it at night between 1:00am and 5:00am.....At that time they are competing amongst themselve for the bandwidth. It is only after they continue to do it during peak hours do we have further discussion.

Get a Sandvine/Ellacoya or get a linux computer to do the same thing. QOS the bittorrent lower so if you get line saturation, bittorent gets dropped first. Best solution, since users don't have to worry about the clock on a wall, and peak rush hour users will be able to browse. Make sure bittorent is unaffected if the line ISN'T saturated, otherwise you join the list of evil ISPs, and don't disable seeding when done downloading, unless your paying by GB for your transit, bandwidth that isn't used in that second is lost forever and can never be recovered or used again.
