What law would it violate? If the EULA is enforceable, Microsoft has exempted itself from liability for anything they may feel like doing with the OS. The antitrust rulings were diluted in the first place, are about to expire and are not seriously enforced anyway.

More important, Microsoft always has a semi-plausible, innocent-sounding explanation for each of its anti-user tricks. The logging of user activity, "phone home" features, DRM, and various inconveniences are always explained away as somehow well-intentioned or accidental.

Changes that make XP less desirable so that it will compare less favorably with Vista are well within Microsoft's bag of tricks, and they would easily get away with it.
