Who is going to collect the tax?

you know.. I was thinking the same thing.. I sure as hell wouldn't pay any extra taxes to company that has no presence in LA or Cali at all.

How would a out of city /state / country company even know LA passed this tax?

Most likely. That's why the bills of people who use the same VoIP service vary somewhat....different taxes based on the state they live in.
