Constitutionality ? Enforcement ?

The question that has not popped up yet, and I'm surprised it has not, is the Constitutionality of this tax...

Of course, Constitutional issues aside, the big question is how the city is going to enforce this... Good luck getting all of the VoIP providers to levy the taxes. It isn't like they can prevent a VoIP provider from offering services to their citizens if they don't play along.

Block the IPs for any internet service in California. End of story.

The VoIP can block Cali. IPs, obviously, but that is NOT what I was talking about...

I'm talking about the city of LA blocking VoIP providers that don't pony up their tax... City of LA doesn't have the ability to do that.
