This is an infrastructure investment. Just like building roads, sewers, water, fire, police etc.

Will deliver high speed Internet. Cost be bit/per/second is very low. Hopefully price for basic package will also be very low. More people will be able to afford high speed access.

Cheap high speed access will encourage companies to locate. Possibility adding new jobs.

It is a little like asking what was the benefit of the Internet highway system. It had profound effect on culture and economy. I have every reason to expect high speed Internet will also have profound effect.

Remember the internet can be used to discuss gang turf, arrange gang fights, and collaborate over gang rats to arrange appropriate drive bys for them, and also post gang intimidation videos on liveleak or youtube.
