cbp : I don't know what to believe anymore...

Up until about two weeks ago, I was on a 5mbps and I was getting only 4Mbps (411Kb/s d/l; ~70kb/s upload).
Then two weeks ago my speed dropped to 2Mbps.
I called Sympatico and after doing their test like 4 times, their tech upgraded me to the 7Mbps service for free. (And I think that he ended my previous contract also. :D )

Yesterday, I got changed to the 7Mbps line. My speed tests show that I now get 6Mbps.

So, can anyone tell me why I am able to get 6Mbps when on 7Mbps, but not 5Mbps when on 5Mbps connection?

Thanks,
