To put it another way, Bell sells their service based on the line sync rate, not the end user data rate. So, the service will always deliver 15% less than the quoted number.

yup thats about the speed i get as well on a 7mbp connection

my total speed: 6.19Mbps out of 7Mbp, better then nothing
