Ballots don't have faces on them, at least not here. The original poster mentioned that Jay Leno was showing pictures of prominent politicians to people on the street and they could not recognize them.
I like the idea of testing voters on the basics (maybe not a picture test per se) before they can vote. Too bad it is not mandatory.
