Outside plant cable has more stringent bending radius', however underground most conduit is designed not to have any tight bends, to facilitate easy cable pull in.
I would say that is closer to 50% of "designed not to have any tight bends". Its amazing what general contractors think fiber can do and equally amazing how big a fit they throw when you explain the entrance ducts are not going to work if they are shaped like an S.
