This is usually good enough to place you within a couple blocks in the city and a mile or so in the suburbs.

Because in the next year all those old phones will not work anymore, they all have to be replaced to digital and ones that contain a chip that works with the" new current system". A friend has one that she has used for many years and the plan is ending because the Nokio 5190 will not work with the new systems. Coming to a cell call near you soon, your taggged.
It's a matter of privacy. Your new Passports will also be trackable.
