If you mean by not letting the wireline guys spend all the money to deploy new technology and spend all their money, and give access to all the line to it competitors? Then yes I guess the FCC is kissing up to the wireline guys.
I dont think I would invest in something to hand out to the competition. Earthlink is welcome to run its own wire.
