User from Malaysia. Not a Smartbro subscriber, so I'll just generalize things...

1. Imagine Smartbro and other ISPs as 'clouds'.

2. Internet traffic and connectivity mostly depend on 'cloud-to-cloud' communications. We call these 'routes'. As such, some 'routes' can be faster while some are slower.

3. Smartbro only manage their own 'cloud' and how their 'cloud' connects to other 'clouds' efficiently. Once your connection traffic goes out of Smartbro's 'cloud' - most of the time, you're at the mercy or other 'clouds' and how good their connections are to Smartbro's 'cloud' - and others.

4. Most ISPs will ensure basic Internet connectivity are fast and good, usually only browsing and emails.

5. Almost all ASEAN ISPs negligently fail to plan for traffic required to handle subscribers' download bandwidth requirements. As such, when many subscribers start downloading stuffs from the Internet, the ISPs 'cloud-to-cloud' route becomes easily congested.

6. But instead of expanding and upgrading this Inter-cloud (known as 'gateway') connection to handle the required bandwidth, they cheated! Most covertly install special devices on their end of their cloud to artificially slow down such traffic while allowing browsing and email traffic to pass through undetered.

7. These 'bandwidth limiter' boxes save ISPs a lot of money and allow them to be lazy and inefficient - they dont have to conciously monitor and plan to expand their 'gateways' to meet demands, they just need to limit other kinds of traffic more and more so long as browsing and emails are not congesting their current gateway capacities.

8. This also allows ISPs to advertize obscenely high connectivity speeds to their subscribers (to pay premium prices) but actually limit subscribers when they try to do anything more than browsing and emails.

On to your 'problem'.

Firstly, verify that you test your speed with your ISP (Smartbro). Use the same cloud. You should get the 'advertized' bandwith you paid for. Else, complain and seek redress.

If and when you achieve that and still get slow downloads, there can only be 2 possible causes: a) the server/route between your download path is slow or congested, or,
b) your ISP is covertly limiting your download traffic. Most of us ASEAN subscribers are affected by the later.

A great explanation indeed. Besides, when you're doing a speed test is almost always to a local server while downloads are normally for servers outside of the country. Its pretty normal to get slower speeds as compared.

Maybe you should try the speed tests hosted by sites other than your ISP, such as the one here at DSL reports. Also one more thing, there's always overhead that you would have to deduct against the speed you subscribed. You'll almost never going to get whatever that you have paid for, not 100% at least.
