I know you are looking for Bonded T1's and above, and based on your other thread you don't think DSL is available, however based on a pre-qual, I show we can do some forms of DSL. Now, keep in mind DSL is a big step DOWN from what you have now, but I just wanted to throw out the options.
We can do the following (We only do data, so we can not assist you with the voice part of your request.
ADSL2+ 8.0/1.0 - $99.95/month
or
Bonded T1 2 x 1.5 - 3.0/3.0 - $649.95/month
We have other options as well, but those 2 are close to what you are looking for.
With 25 users, there shouldn't be any reason to need as much bandwidth as you think, unless there is something you are not letting us know.
100 users can work on a single T1, with the right management.
