Read the Comcast TOS & AUP.
Comcast TOS & AUP make it very clear the type of use and traffic of Bittorrents is prohibited.
If you are unable to understand them, blame your education, not Comcast.

Comcast has and still is cryptic about their wording on their TOS and AUP and their definitions can be interpreted many different ways.
Forging packets though is NOT a acceptable way to manage traffic.
