means more money from the consumer which means to continue the growth and reduce capital expenditures they need to do whatever possible. does this mean they get to buy more sandvines?

Probably... They may also get some more of those Nebuad devices installed (Free) and charge the customer for (maintenance) & call it increased value for services/latency.
