I have the same issue as you but my neighbor was able to get Fios so I ordered it at his house and ran a 160 foot cable there and I have the internet only. I am waiting for them to finish the pole so I can get a triple play.

Also I called them over and over and they told me they will get to it when they get to it because they would be wiring the building for Fios no matter what the landlord says because they have to upgrade.
