I have a website hosted with aplus.net. I have been with them for a long time now and am pretty happy with them so far. I have not shopped around for new web hosting for a long time. I have their solo xr plan. The one thing that bothers me is i get no outbound access. I can't do a rss feed or do a drupal update check. I can fill out this form and ask for them to change the firewall. They wanted to know which files wanted to access what servers and i don't know what site or ip address the drupal update checker uses! Is there a hosting provider with plenty of space, and bandwidth that would let me have outbound access of any type? Do all hosting providers block outbound access?
I pay around $10 a month now. I don't mind paying a little more but i want to stay under $20 a month. I don't want to have to get outbound permission for every one of my plugins! I mainly host a blog. I like to play around with drupal. If i switched, i wouldn't need to transfer my site to the new provider. I am willing to just start over from scratch. I have not done much with the domain.
My other issue with them is my download and upload speeds are limited. I get 3 meg down vis http and 450-500kbps upload to the ftp server. My cap is set at 2200kpbs upload. Would a different provider utilize more of my speed? I'm not looking for 10 meg down or anything, but even 5-6 would be pretty sweet. To be honest, i could live with 3-4 meg down if i could get the upload increased.

Most hosts block this kind of outgoing traffic for security reasons. They should be able to get things opened up for you on request though. At SurpassHosting, we open ports for clients all the time; it just takes a request.

With some hosts (DreamHost :x) this is caused by overloaded servers and throttled connections on their internal network.
Any hosts that you are serious about should be able to give you a link to a large file hosted on their servers. Here's ours on a 100mbit server: »72.29.87.105/gige-orl-dimenoc.tar
