Before I graduated, I always enabled outgoing encryption connections on the internet connection around campus. It did get around whatever they were using to throttle the speeds. I suspect something like Packeteer. And no, I didn't leave the torrent to suck all the bandwidth hours on end. I think of it as that feeling you get when you get a high definition TV and watch programs on it for the first it. That WOW factor.
