GeekNJ : The standard cable channels are not IP based but the Video On Demand is. IP is used for FIOS TV for the guide, interactive services such as weather widgets and VOD. Whether it is exactly the same as IPTV or not, it's TV over IP. That is my understanding of it anyway.
--
Tweaked your connection? | Mail Parse | Speed Converter

However there are no firm plans, it's just "sometime in the future". There are several steps involved, including moving from BPON to GPON, switching out their processing nodes, and replacing everyone's STBs. So I don't think it'll be anytime soon.

It seems to be a very common misconception that FIOS is an IPTV service. It's not and it will not be in the near future. Migration to IPTV is probably years away.

Here's an article I found that explains it pretty well.

[Discussion] FIOS is not an IPTV service

MyDogHsFleas : I keep seeing posts that contrast TVoIP with "IPTV services such as AT&T U-verse and Verizon FIOS."

Please note that FIOS is not an IPTV service.

FIOS TV is essentially cable TV over fiber media. There is a set of channels, each with its own frequency band, coming in over fiber and your STB chooses which one to tune to. Just like cable TV.
