If by "he" you are talking about me, again no. I've not seen the PC version of Halo (other than as a topic of a review that I didn't read).

I think it may have been from when the Xbox first came out and there wasn't a way play Halo except on a LAN and GameSpy came out with a way to play over the internet through one of their programs and they were recommending 256Kbps per player... (like I said its only a vague recollection, so that may actually be wrong too).

To stray back onto topic here...
If you are downloading at the same time you are playing a game on a 256Kbps connection it will almost certainly ruin a game playing experience, regardless of the game. Having a 7Mbps connection does not completely protect you from that (people can still download at 7Mbps while you are trying to play your game). Yes 7Mbps would probably be better though.

I run a server also host games all the time one of my PC's at home hosting 24-7, playing games has not changed over the years there is 3 main things players XYZ coordinates, game speed, number of players, with pc or xbox.

Your graphics are not being passed over the net and the game designers tailor the packets and game speed for the Internets ability to loose packet's also PING time toleration, not your bandwidth at your modem.

Data has to be fast and consistent as in ping you cant send lengthy packets for gaming

This is true, typically games don't use very much bandwidth. (Though IIRC some Xbox games are somewhat worse than PC games.)

Some exceptions are if you host the games (then you need to worry about upload bandwidth as much as download bandwidth), or if the game has voice communications built into it (since it can then be thought of as: a game + VIOP).
