Verizon should choose more than one vendor.

By limiting yourself to one vendor you open yourself up to stuff like this. They need more than one box manufacturer to ensure supply is sufficient.

That is the way to solve the problem. Obviously, Motorola, which lately can't do anything right, has problems building and supplying these sets to all the ISPs. The only solution is to give contracts to other builders. I am sure they can ramp up factories in China pretty quickly if several ISPs give contracts to other companies.

Don't think this was a Motorola problem, more a Verizon/cox not placing an order far enough ahead.
If you anticipate the need (driven by there own advertisements) for a "Boatload" (this scales far above the the usual forklift or truckload upgrade) you need to place a firm order with the Mfg.
Motorola isn't in the position to build/warehouse millions of units, and sit on them hoping someone will place a big order.
It's a side effect of lower margins/just in time Mfg strategies .. sometimes it's not just in time.

It's my understanding the areas that use Motorola boxes, can't use any other types because of the encryption.

It's my understanding the areas that use Motorola boxes, can't use any other types because of the encryption.
The Panasonic boxes are fully interchangeable in Motorola areas.

Why you talking about ISP when they don't offer TV?
Haven't you heard? ISPs and Cable TV and telcos are one and the same in the great TV/Data convergence.

Game console vendors pull the same stunt. If you contract with only 1 supplier whose output capabilities is almost always known going into a contract, then as a matter of course, you can point to that when your shareholders ask what have you done for me lately. It is artificially manufactured demand, nothing more. They know what they're doing.

I think that's Cost Accounting 101, or something like that. A Cost Accountant I worked for once explained to me that it is forbidden in good business practice to source from any single point of failure, and also a bunch of other things, like properly distributing the order load over many businesses in such a manner that all of your important suppliers don't get any boom bust cycles caused by your ordering practices, effectively making their production inefficient (out of business, rushed, starved, etc.).

Anyway, any good business would get this stuff right.

There might be some other considerations that caused them to make the bad business decisions, such as politics.

One of the *few* I would actually give them a pass for is made-in-the-USA, if Motorola was the *only* USA based one, since that's one of those things that if you never buy from USA, you kill USA, similar to the problems the Cost Accountant mentioned to me.
