it may not be a vrad, i had one of those pop up in my area and i talked to a local tech and he said it was just for expanding more phone lines in the area.

Springfield, IL		 They did have those lightspan cabinets also a while back. Alot of people couldn't get dsl because of the pairgain issues if I remember right.
