We need 20 watt cellphones with rubber ducks on low frequencies (400 sounds good). You can go 15 miles with that.

I've had good luck with my FRS/GMRS radios that are rated at 18 miles. And they get weax warnings too? And.. no need to call CS or pay a monthly charge.. Maybe if everyone went back to a CB radio w/SSB, things would be less of a problem. I like the rubber duck thing.. I'm sure it flew over about 99% of the readers here.
