This sounds like another Red Herring. I wonder if the Civil Rights Coalition is preparing to disrupt the hearings at Sanford? Will the Jackson/Sharpton mob show up and create chaos at the hearing? You know the same mob that blackmailed a spineless prosecutor into prosecuting Three innocent college students for a crime that never occurred.

By interfering with a particular type of P2P traffic an ISP can enforce their Terms of Service. If you review the TOS for most residential broadband accounts you will find a paragraph prohibiting hosting any type of server. What better way to enforce the TOS than to disrupt a customers traffic that does not follow the TOS. If you review the comments made by Comcast they recommend any subscriber that wants to host P2P services pay a higher price for a commercial account. Comcast claims that they do not employ traffic shaping for commercial subscribers. My position is that an ISP should not over subscribe their network. Technology is available to support any consumer requirements if the ISP deploys such technology.
