nope no worky during blackout..the modem will ligth up but no dial tone.

Then there maybe an issue with their local hardware on the poles which also features battery backups...

Apparently you have no idea what your talking about. If your house loses power the whole point of the batter is to keep power to the modem so your phones will still have Dial Tone. (for 8-10 hrs) Keep in mind this doesnt apply to cordless phones cause they need power to turn on and work properly.

Now if the cable in your area has an outage than you will not have phone service.

With this Arris POS, it seems like the only successful way for me to get it to stay online is to disable all Wireless encryption and just use MAC filtering with no encryption or the modem disconnects the router and just blinks yellow on "Modem" and never establishes solid blue on "Internet" (anybody who has this series knows what i mean). Literally, the only way to get it to connect again is a hard reset back to defaults with no security and it magically connects... but it works...just with no encryption...
The TM502G is a great modem. If your wireless works fine without encryption, but not with it, you've got another problem - because all you're changing there is how your computer is connecting to the wireless router, that change has nothing to do with how the router is connecting to the modem.

Of course, doing a factory reset should be doing other things as well.

But as far as the modem's concerned, it's just a device with a MAC address that's requesting an IP - whether you're hardwired to the router, or using a protected or unprotected wireless connection, it doesn't know and doesn't care.

The battery backup will keep the MTA itself connected to the network as long as there's an available cable connection to it. A cable outage is another story - as is a power outage that would cause a cable outage (there should be some methods in place to minimize that, but you can't prevent everything). If "the modem will ligth up", it sounds like that wasn't a power outage - when it's running on the battery, the power light will flash and the telephone light will be solid or flashing (solid if in service and on hook, flashing if in use or while attempting to complete DOCSIS or telephony registration/connection) but DS, US, online and link should be out completely... And, of course, if the battery was not working, not there or deleted, the lights would all be out. So it sounds like you're talking about something else.
