Generally speaking, South Florida is described as Palm Beach County and south of there.

So, Port Saint Lucie would likely not be included .

Found this quote regarding this article specifying counties:

"The South Florida system, which serves Miami-Dade, Broward and Monroe counties, said it increased the available capacity on its network by about 33% in the fourth quarter of 2007."
