Dense Wavelength Multiplexing (DWDM) obviates the need for more than few [existing] fibers. I mean 96 lambda's on a single fiber -- at say 40gbs each should be more than adequate yes? Now, lets assume they have more than one fiber already laid...

The fact that you can indeed stuff 40gbps over a single piece of glass doesnt mean that the rest of the equation has caught up. There arent many routers out there with OC768 ports on them to send that kind of data over just one connection, it is alot more realistic to run alot more fiber and terminate them in more equipment etc. Most carriers have pops full of ESRs and GSRs to handle OC12s and OC48s... even 192s but 768s are a little obscenely pricey.
