These groups are absolutely right.

If P2P is restricted, it doesn't threaten free speech. Anything that can be distributed via P2P can also be distributed by other means which are not contrary to ISPs' terms of service and do not hog the network. But if P2P is allowed, it slows everyone down and does hinder free speech.
